DESCRIPTION:IPID Asia Chapter has organised the first IPID-DoST Postgraduate Strand in Asia on 25 July 2019 at Serena Hotel in District Swat of Pakistan. The session was organised in conjunction with the 1st International Conference on Electrical\, Communication and Computer Engineering\, (ICECCE2019) and in collaboration with the provincial Directorate of Science and Technology of Khyber Pakhtunkhwa\, Pakistan. Over 30 extended abstracts were submitted in response to the call for abstracts\, and after review\, 9 of these were chosen by the Programme Committee for presentation at the conference. DESCRIPTION:You are welcome to our ICT4D Open Seminar on “Casting an Ethical lens on Responsible ICT for Development”. The seminar will take place at Department of Computer & Systems Science (DSV)\, Stockholm University. The Guest speaker is Dr Kutoma Wakunuma\, Senior Lecturer and Researcher at the Centre for Computing and Social Responsibility (CCSR) at De Montfort University in the UK. \nAbout the Seminar:\nAbstract\nThis talk will centre on the aspect of what computer ethics means particularly from the point of view of ICT for Development. If ethics is about moral and social justice\, are these fundamental principles applicable to ICT for Development?  If  they  are\,  whatare  some  of  the  ethical  concerns  that  are  arising  through  adoption  and  use  of technologies especially as we aim to better society? Specifically\, what are the implications of ethical issues within ICT for Development and how can responsibility be assured in the implementation\, adoption and use of ICTs for purposes of sustainable development? This talk will address this and other related aspects. \nGuest Speaker’s Bio\nDr Kutoma Wakunuma is a Senior Lecturer and Researcher at De Montfort University in the UK where she works within the Centre for Computing and Social Responsibility (CCSR). She has a PhD in Information Communication Technologies (ICTs) for Development and Gender. She has worked and continues to work on a wide range of research projects where she has taken on roles such as Principal Investigator\, Lead Evaluator as well as being part  of  the  coordination  team  of  projects.  Her  work  has  been  diverse\,  ranging  from  research  ICTs  for Development; Emerging Technologies and Ethics\, Civil Society Organisations research\, conducting stakeholder evaluation  as  well  as  looking  into  Responsible  Research  and  Innovation  (RRI).  Her  main  interest  is  in understanding  the  social  and  ethical  aspects  of  modern  technologies  on  both  developed  and  developing countries. In addition\, she is also interested in the impact of ICTs on gender. Dr Wakunuma is also a Programme Leader for MSc Computing. The focuses of the seminar were how global initiatives on ICT4D were addressing the needs of poor people\, how the challenges and development effects had been evident so far\, and how effectively ICT could be applied in the development agenda. Distinguished speakers of this seminar were: \n\nRahul De\, Hewlett-Packard Chair Professor\, Indian Institute of Management Bangalore\, India\nMaung Sein\, Professor of Information Systems\, University of Agder\, Norway – John Traxler\, Director of the Learning Lab and Professor\, University of Wolverhampton\, UK\nDorothea Kleine\, Director\, MSc Practising Sustainable Development (ICT4D specialism)\, UNESCO Chair/Centre in ICT4D\, Royal Holloway\, University of London\, UK\n\nÅke Grönlund\, Professor of Informatics at Örebro University and Chair of AIS Special Interest Group on Electronic Government (SIGeGov) presided over the seminar. \nIPID funded domestic travel grants to some of its members for attending this seminar.

The morning session will include presentations of short papers of between 5-10 minutes followed by feedback from both the participants and invited senior academic researchers. Olavi Trydhed shared his knowledge and expertise on the potentials for satellite communication within developing and under-developing regions. Topics of the day were: different types of satellite communication including discussions on their bandwidth cost and benefit analysis and comparative analysis with other contemporary technologies. \nDiscussions also drew on the participants experiences from their own countries. After seven hours of vivid discussions and learning we all returned to our home universities feeling that we now know more about challenges and opportunities for satellite communication in developing countries.

DESCRIPTION:Report from the second seminar on “Blended technologies for development” \nOn Tuesday February 24th 23 IPID members met in Örebro for a seminar on Fibre Optics\, Cables and Broadband opportunities for developing countries. \nProfessor Björn Pehrsson from KTH shared his knowledge and experiences from Africa with IPID members from Örebro University\, Stockholm University\, KTH\, Göteborg University and Jönköping University – all in all representing 12 different countries. \nTopics of the day were network technologies; how to build networks\, computer system architecture\, typologies\, how optical fibre is becoming cheap; and also market considerations\, ownership\, corruption and so forth. \nDiscussions drew on Björn´s experiences from Africa which were further enriched by all participants experiences. After three hours of vivid discussions and learning we continued the conversation over a long lunch. We were all very satisfied with the day and feel that we now know more about challenges and opportunities for building networks in developing countries.

DESCRIPTION:Report from the first one-day course on “Blended technologies for development”. \nOn Monday January 26th we were 23 IPID members that visited Ericsson in Stockholm for a full day education on Mobile technologies for development. \nEricsson started the day by sharing their view on what is happening in the field of M4D. They told us about their work with the Millennium villages and their project “Communication for All”. Recent trends and applications were discussed as well as the challenges and opportunities they see for the uptake of mobile phones. The major challenges they perceive are: infrastructure\, affordable services\, regulation and taxation. Solutions suggested mainly concerned the lowering of energy consumption – solar and wind power have produced some astonishingly good results. Furthermore\, many personal stories of people in developing countries were presented to show how the use of mobile phones has managed to increase both their quality of life and income. \nThe most popular themes for the day were\, however\, the practical\, hands-on demonstrations that we were given. The first demonstration took us on a historic journey from the very first telephones to the first “mobile” phone (not so mobile actually) up until today. \nThe second demonstration was in Ericsson´s Site City where we were physically introduced to different solutions for base-stations\, antennas and power supplies. The Site City enabled us to see these solutions in a real life setting\, which highly deepened our understanding. After this we were demonstrated the future trends within mobile technology including a miniature beamer that projected what you had in the phone extremely well. \nAfter a long\, informative and entertaining day we were all very satisfied with what we had learned.

DESCRIPTION:The 1st International Conference on “M4D” was held at Centre for HumanIT\, Karlstad University\, Karlstad\, Sweden\, 11-12 December\, 2008. \nNew developments in mobile communication technologies have generated a number of possibilities for economic and social development in low-income countries. M4D 2008 focused specifically on mobile technologies within the broader field of study that has now become known as ICT4D (“ICT for Development”). We strived to have an event where all types of actors were included. There was a research stream with a traditional conference design and a practitioner’s stream where industry\, NGOs\, and public bodies disseminated their knowledge. M4D 2008 received 134 registrations representing 32 different nationalities. The research keynote was held by Richard Heeks\, Univ. DESCRIPTION:“Development\, Globalisation and ICT: Defining the ’D’ in ICT4D” \nIPID and Karlstad University invited IPID members to a graduate course in development theories. The course was offered due to several requests from IPID members about an introduction in development theories and a wish to define ‘D’ in ICT4D. \nCourse description: \nTo provide a solid background for advanced studies in ICT4D\, this course offers insights into some of the most influential development theories. The selection is made on the basis of classical bodies of ideas with a strong impact on recent notions of development. The course moreover illuminates development theory from various angles\, especially the perspectives of different social sciences. It will also investigate development theory in relation to the process of globalization. \nOthers: \nThe first set of seminars was held in September 2008\, over two days. During these seminars\, invited guest lecturers provided an overview of the course literature\, which was discussed with the students. \nAfter the first set of seminars the students will write a paper on her/his research on ICT4D in relation to ‘development’\, based on the course literature. This paper will serve as part of the examination. The participants will return to Karlstad in January 2009. During this second set of seminars the papers will be discussed and peer reviewed. The students will be divided into 3 groups with each lecturer as their supervisor. Each student present and discuss their paper for 30 minutes. The third symposium was organized in Finland at the University of Joensuu with IPID-network September 7-9\, 2008 at the Mekrijärvi Research Station close to the Russian border. DESCRIPTION:IPID arranged a one-day Satellite Communication Course on the 27th of May 2008. \nThe course included presentations about satellite technology as well as a study visit to the Earth Station facility\, Stockholm Teleport\, Farsta. Below follows a report written by one of the participants Alamdar Ali Khan. \n“IPID\, in collaboration with SPIDER (The Swedish Program for ICT in Developing Regions) arranged one day course at Morgana Hotell & Konferens Farsta\, Stockholm. The postgraduate students from different universities of Sweden met practitioners from different satellite communication areas and discussed the potentials and possibilities of satellite communication within the developing and under-developing regions. The course started an introductory presentation of Gudrun Wicander. The key speaker Mr. Olavi\, with experience from Telia and Swedish Teleport\, thrown light of the potential of satellite communication. Mr. Olavi presented the different types of satellite communication\, their bandwidth\, satellite footprint\, their cost and benefit analysis\, comparative analysis with other contemporary technologies. The key speaker also indicated the specific areas and purposes where satellite communication could be beneficial. He said that with the introduction of new satellite technologies the cost of satellite communication has been tremendously decreased. After the presentation and lecture by Mr. Olavi Trydhed and Gudrun Wicander the group of students\, teachers\, and practitioners went to Earth station\, Swedish Teleport in Stockholm. At the Swedish Teleport students were introduced to different working processes\, that how Teleport is being used for commercial and business purposes. They saw how commercial TV channels are being operated and how they are getting airtime from the Teleport. The Swedish Teleport covering a lot of TV channels from Europe. DESCRIPTION:IPID The International Network for Post Graduate Students in the Area of ICT4D and its program ’Academia meets Practice’ arranged a study visit to UNESCO headquarters in Paris the 23-24th April 2008. Gudrun Wicander (IPID Coordinator) organized the event together with Tim Unwin (UNESCO Chair in ICT4D) with the financial support of SPIDER. The aim of this event was to allow IPID members to explore the contributions of UNESCO’S Information Society Division to ICT4D research. \nAmong the UNESCO key speakers we have: Mr. Tarek Shawki (Chief of Section for ICT in Education\, Science and Culture)\, Cédric Wachholz (Program Specialist\, Education Sector)\, Jean Claude Dauphin (Open Source and Open Access)\, and Armelle Arrou (Information Society Division). The key speakers described the mission\, structure\, finances\, and future of UNESCO as a global organization. They also explained the role of UNESCO in the World Summit on the Information Society (WSIS)\, which promotes the concept of the ’knowledge society’ and its principles: freedom of expression\, universal access to information and knowledge. Moreover\, the key speakers described some of UNESCO programs for Communication and Information such as The International Program for the Development of Communication\, The Information for all programs\, Creative Content\, Memory of the World Program\, and global uses of Open Source. \nThe participants were 20 PhD students researching in the area of ICT4D from all over the world affiliated to IPID. During this event\, the PhD students shared their experiences in current research using ICT4D in countries such as: Tanzania\, Iraq\, Iran and Venezuela. In summary\, 20 ICT4D research cases were explored focusing on ICT\, infrastructure\, social impact and challenges for each region. \nThis event was highly appreciated by its participants because of its relevance in their current ICT4D research. This event contributed to a deeper understanding of ICT4D in several ways. First\, this event explores the contributions of UNESCO to ICT4D research. Secondly\, it explores the contributions of 20 PhD students working with ICT4D all over the world to ICT4D research. Finally\, it provides a forum for the understanding of challenges using ICT in different development countries.

SUMMARY:Academia meets practice - Nils Jensen 12 December 2007
DESCRIPTION:The first seminar within the newly launched theme was held in Stockholm\, Sweden the 12th of December 2007. The first invited speaker was Mr. Nils Jensen. Mr. Jensen is a systems analyst by profession and has worked as an IT-consultant for more than 30 years\, mostly abroad (Latin America\, Spain\, Switzerland\, Jordan and Tanzania). For the last 10 years his interest and work has been focused on ICT4D. This work varies a lot from doing a National ICT Survey in Honduras to eLearning for teachers in Tanzania. Further he has been employed at the Swedish Embassy in Tanzania for 4 years as the ICT Adviser.

SUMMARY:The Karlstad ICT4D Symposium
DESCRIPTION:The Karlstad ICT4D Symposium\, the 2nd Annual International Postgraduate Symposium\, was held in Sweden at Karlstad University the 30-31 of August 2007. \nHere follows a report from the Karlstad ICT4D Symposium by Marcus Duveskog\, University of Joensuu\, Finland. \nAs representative of the Symposium committee I would like to thank everyone who made it to Karlstad for the second symposium in ICT4D as your participation contributed to its success. The Symposium had 40 registered participants representing almost as many nationalities giving 23 presentations including speeches from senior researchers. It has become one of the academic highlight of the year for many of us as it is not often we get to share our research ideas in such a friendly and encouraging atmosphere. New for this year was that presenters received written feedback from the keynote speakers and that the presentation also resulted in 3 ECTS points. Additionally\, all participants got a certificate from Karlstad University to verify their attendance at the symposium. \nThrough the symposium the IPID network has been growing bigger and stronger. For a long time many of us was feeling very lonely being the only one at our universities in ICT4D but now we are a community and together we can make a difference. We would especially like to thank our keynote speakers Prof. Tim Unwin\, UNESCO Chair in ICT4D\, Royal Holloway University of London\, UK\, Prof. Erkki Sutinen\, University of Joensuu\, Finland and ass. Prof. Khalid Rabayah\, Arab American University\, West Bank\, Palestine for great inspiration and support. We would also like to thank Karlstad University for hosting the event and SPIDER for the financial support. Many participants have also expressed gratitude towards Gudrun for opening up her home and throwing a great Swedish crayfish party and God knows how many hours she spent preparing for the symposium and to make sure we all felt most welcome. Now we are looking forward for next year’s event that will be hosted by University of Joensuu in Finland.
